A transdisciplinary project was undertaken by veterinarians and historians to investigate various aspects of potential zoonotic diseases that were classified, or have been seriously considered as reportable diseases in Switzerland (bovine spongiform encephalopathy [BSE], brucellosis, neosporosis, tuberculosis). Above all we were interested in the scientific and societal background which is necessary to declare an infectious disease being a reportable disease which needs to be eradicated. Results of this study have shown that the time interval between the first recognition of an infectious disease and the implementation of national control measures can vary greatly. In the post modern information based society, the interval between recognition of a new emerging disease and its eradication program becomes much shorter when the disease in question has a zoonotic potential. The historic correlation is not used as a history of progress. It is presented to explain the different recognition of risk and the broad context of measurements in society to fight against zoonosis.

Perzeption von Zoonosen in der Veterinärmedizin und Gesellschaft

Im Rahmen eines transdisziplinären Projektes zwischen Veterinärmedizin und Geschichtswissenschaft wurden verschiedene Aspekte von Infektionskrankheiten (Bovine Spongiforme Enzephalopathie (BSE), Brucellose, Neosporose und Tuberkulose) untersucht, die im Tierseuchengesetz der Schweiz aufgeführt sind oder als bekämpfungswürdig diskutiert wurden. Dabei interessierte vor allem, welche wissenschaftlichen und gesellschaftlichen Ereignisse nötig sind, dass eine Seuche als solche anerkannt wird und effizient bekämpft werden muss. Die Ergebnisse dieser Untersuchung haben gezeigt, dass die Zeitspanne zwischen der ersten Definition der jeweiligen Infektionskrankheit und den staatlichen Bekämpfungsmassnahmen stark variieren kann. In der heutigen postmodernen Informationsgesellschaft ist die Zeit zwischen Diagnose und Bekämpfung einer Tierkrankheit mit Zoonosepotential deutlich kürzer als früher. Der historische Bezug wird hier nicht als Geschichte des Fortschritts genutzt, sondern um die unterschiedlichen Formen der Risikowahrnehmung darzustellen und den breiten gesellschaftlichen Kontext der Bekämpfung zoonotischer Erkrankungen sichtbar zu machen.

Divers aspects de maladies infectieuses (encéphalopathie spongiforme bovine (ESB), brucellose, néosporose et tuberculose), maladies mentionnées dans la loi Suisse sur les épizooties ou considérées comme dignes d'être combattues, ont été examinés dans le cadre d'un projet transdisciplinaire entre médecine vétérinaire et sciences historiques. On s'est particulièrement intéressé à savoir quels événements scientifiques et sociaux sont nécessaires pour qu'une épizootie soit considérée comme telle et soit combattue de façon efficace. Les résultats de cette étude ont montré que le délai entre la première définition d'une maladie et les mesures étatiques de lutte peut varier fortement. Dans la société de communication postmoderne actuelle le temps s'écoulant entre le diagnostique et la lutte contre une maladie dotée d'un potentiel de zoonose est nettement plus court qu'autrefois. La relation à l'histoire n'est pas utilisée ici pour démontrer l'évolution du progrès mais pour manifester les diverses formes de prise de conscience des risques et le vaste contexte social lié à la lutte contre les épizooties.

Nel concetto di un progetto transdisciplinare tra medicina veterinaria e scienza storica si è prestata attenzione a delle malattie infettive che sono state integrate nella legge sulle epizoozie o che comunque sono state considerate degne di essere combattute (encefalite spongiforme bovina, brucellosi, neosporosi e tubercolosi). Sono stati analizzati i fatti scientifici e sociali che hanno portato al riconoscimento ed al combattimento efficace di queste malattie quali epizoozie. I risultati di queste analisi hanno mostrato che il periodo di tempo che passa dalla prima definizione della malattia all'attuazione di misure di combattimento statali può variare molto. Nella società d'informazione postmoderna di oggi, il periodo tra la diagnosi e la lotta di una malattia animale è sensibilmente accorciato. Senza una diagnosi precisa, i nuovi provvedimenti sono difficili da accettare da parte della popolazione. Il riferimento storico in questo studio non si basa sulla storia del progresso, ma bensì sulla presentazione delle diverse forme di percezione del rischio e sulla dimostrazione dell'ampiezza della lotta delle malattie con potenziale zoonotico nel contesto sociale.
