In the last decade, the organic agriculture in Switzerland has been substantially increased due to the interest of consumer and financial incentives of the federation. Ruminants take directly or indirectly the largest part from grassland used within the organic managed surfaces. As the contacts between veterinary practice and organic agriculture has increased, the potential for veterinary activity in this area has developed considerably. The organic agriculture guidelines stipulate that all the preventive measures should be taken in feeding, keeping and breeding to insure animal health safety. This requires veterinary services for herd management. The organic status of a farm affects veterinary practice also in the form of alternative therapy/drugs administration and measures like dehorning and tail-docking. An important point in organic managed herds requests that treatment of animals should depend on alternative medical preparations or procedures based on veterinarian´s experience and also on the therapeutic effect on the animal species concerned as well as on the disease. However, there are no restrictions on the veterinarian to use registered drugs as long as no alternative therapy, according to experience and possible success, is available to treat the animals. The prophylactic administration of allopathic veterinary drugs is not permissible. Further features in organic farms regarding the use of drugs are the keeping of withholding/withdrawal time, the documentation and the treatment frequency tolerated by organic marketing. Despite the above measures, the animal health has a priority regardless of its organic status. Although management of organic farms represent a unique responsibility, there are still obvious deficits in the education of veterinary practitioners for this new situation. However, in the future the extension of veterinary activity to include the alternative medical therapy should be regarded for the practitioner as a challenge and an opportunity at the same time.

Tiergesundheit im biologischen Landbau: Neue Richtlinien und Perspektiven für die Nutztierpraxis

Stimuliert durch ein stetig wachsendes Konsumenteninteresse und finanzielle Anreize des Bundes, hat die biologische Landwirtschaft in der Schweiz in den zurückliegenden Jahren erheblich an Bedeutung gewonnen. Innerhalb der biologisch bewirtschafteten Fläche nimmt das direkt oder indirekt von Wiederkäuern genutzte Grünland den grössten Teil ein. Massgeblich bedingt durch die bedeutende Zunahme der biologischen Milchviehhaltung ist die Kontaktfläche zwischen der tierärztlichen Praxis und dem Biolandbau bereits stark gewachsen. Der Bio-Status eines Betriebes berührt die tierärztliche Praxis vor allem in den Bereichen Komplementärtherapie/Arzneimittelverabreichung und bei den so genannten zootechnischen Massnahmen (Enthornen, Kupieren etc.). Eine wichtige Anforderung an die biologisch bewirtschafteten Betriebe besteht in der Auflage, für Behandlungen von Tieren bevorzugt komplementärmedizinische Präparate oder Verfahren einzusetzen, sofern erfahrungsgemäss eine therapeutische Wirkung auf die betreffende Tierart und die zu behandelnde Krankheit erwartet werden kann. Das Spektrum der auf Biobetrieben in Verantwortung des Tierarztes prinzipiell einsetzbaren registrierten Arzneimittel ist jedoch nicht eingeschränkt, wenn die Erkrankung auf dem komplementären Weg erfahrungsgemäss nicht kuriert werden kann. Die rein präventive Anwendung allopathischer Tierarzneimittel ist jedoch nicht zulässig. Weitere Besonderheiten in Zusammenhang mit dem Arzneimitteleinsatz auf Biobetrieben betreffen die einzuhaltenden Absetzfristen, die Dokumentation und die für eine Biovermarktung tolerierte Behandlungshäufigkeit. In Konfliktfällen ist der Gesundheit eines Tieres grundsätzlich Vorrang gegenüber seinem Bio-Status einzuräumen. Bei der Vorbereitung der in der Praxis tätigen Tierärzte auf die neue Situation sind derzeit noch deutliche Defizite zu verzeichnen, obwohl bei der Betreuung von Biobetrieben ein besonderer Aufgaben- und Verantwortungsbereich übernommen wird. Die Ausweitung des Tätigkeitsfeldes und die damit verbundene Erweiterung des komplementärmedizinischen Therapiespektrums kann für engagierte Praktiker zukünftig eine Herausforderung und Chance zugleich darstellen.

Stimulée par l´intérêt croissant des consommateurs et le soutien financier de la Confédération, l´agriculture biologique a grandement augmenté en importance en Suisse ces dernières années. Dans les surfaces exploitées biologiquement, les prairies utilisées directement ou indirectement par des ruminants représentent la partie prépondérante. Vu l´augmentation importante de la garde biologique du bétail laitier, les points de contact entre la pratique vétérinaire et l´agriculture biologique se sont déjà fortement multipliés. Le statut BIO d´une exploitation concerne le vétérinaire en particulier dans les domaines des traitements complémentaires et de l´application de médicaments ainsi que des mesures «zootechniques» (écornage, coupe de queue etc.). L´une des exigences posées aux exploitations BIO est l´utilisation préférentielle de produits ou de méthodes complémentaires pour le traitement des animaux dans la mesure où, selon l´expérience, un effet thérapeutique peut être attendu sur l´espèce animale et la maladie concernées. La palette des médicaments enregistrés applicables sous contrôle du vétérinaire dans des exploitations BIO n´est toutefois pas limitée lorsque la maladie n´est, d´expérience, pas traitable par la médecine complémentaire. Toutefois l´application préventive de médicaments allopathiques n´est pas autorisée. Les délais de retrait, la documentation et la fréquence des traitements permettant une commercialisation BIO présentent également des particularités sur les exploitations BIO. En cas de conflit la santé d´un animal doit toujours avoir la priorité face à son statut BIO. On constate encore un net déficit dans la préparation des vétérinaires praticiens à cette nouvelle situation alors que le suivi d´exploitation BIO implique des tâches et des responsabilités particulières. L´élargissement du champs d´activité et des possibilités de traitement par les médecines complémentaires qui lui sont liées peut représenter tout à la fois un défi et une chance pour des praticiens engagés.

L´agricoltura biologica in Svizzera, stimolata dal l´aumento continuo dell´interesse dei consumatori e dagli incentivi finanziari della Confederazione, ha conseguito negli ultimi anni un significato rilevante. I pascoli utilizzati direttamente o indirettamente dai ruminanti occupano la maggior parte delle superfici coltivate biologicamente. Il notevole aumento degli allevamenti biologici di bestiame da latte ha incrementato in modo determinante il contatto tra le condotte veterinarie e l´agricoltura biologica. Lo stato «biologico» di un´azienda riguarda la condotta veterinaria in particolare nel campo delle terapie complementari/somministrazione di medicamenti e nei cosiddetti provvedimenti zootecnici (decornare, accorciare ecc.). Le aziende a produzione biologica devono applicare un´importante direttiva che implica preferibilmente il trattamento di animali con preparati o procedimenti di medicina complementare, nella misura in cui ci si può attendere per esperienza un effetto terapeutico sulla specie animale considerata e nella cura della malattia. Nelle aziende a produzione biologica il campo d´applicazione dei medicamenti registrati e somministrati sotto la responsabilità di un veterinario non è tuttavia limitato se per esperienza la malattia non è curabile per via complementare. Tuttavia non è permesso l´uso puramente preventivo di medicamenti veterinari allopatici. Altre particolarità relative alla somministrazione di medicamenti nelle aziende a produzione biologica riguardano l´osservanza del tempo di sospensione, la documentazione e la frequenza dei trattamenti tollerati per la commercializzazione bio. In casi di conflitto si considera la salute dell´animale fondamentalemente prioritaria al suo stato «bio». Nella preparazione dei veterinari di condotte alla nuova situazione si costatano attualmente chiare insufficienze benché nell´assistenza della aziende bio vengano assunti compiti e responsabilità particolari. L´estensione del campo di attività, correlata all´es pansione dei trattamenti terapeutici di medicina complementare, può rappresentare in futuro per veterinari impegnati nuove possibilità e sfide.
